Carol McLean was born in Goldsboro, NC, although much of my childhood was spent in Philadelphia, PA. In 1965, she was united in matrimony to Lee Marshall McLean. From this union there were two children (Lee, Jr., deceased and Reva). Pastor Carol is also a graduate of North Carolina Central University with a BS Degree in Education and a MS from Bowie State University. After having been called by the Lord into the ministry, she earned a Master’s of Divinity from Faith Christian University. Her professional career spanned 36 years as an educator in North Carolina and Maryland Public Schools.
As a founding member and Elder of Victory Church International and one of its ordained ministers, her assignment is that of warfare intercession, spiritual warfare, deliverance and church administration. Earlier in her ministry, she was a missionary to Guyana, South America. It is her sincere hope that one day she will hear our Lord say “Well done My good and faithful servant. You have been faithful over a few things, now I make you ruler over many.”
Pastor of Women, Evangelism and Leadership
Patricia Plummer is a person who loves God with all her heart. She attended Sunday School as a small child, and as an only child developed a close relationship with God. Pastor Pat is an ordained Pastor at Victory Church International and is the Minister of Evangelism. She loves the word of God and has served as a Sunday School teacher, Five-Fold Development Institute teacher, and Wednesday Night Bible Study teacher. Pastor Pat also led the Bible Study at her job for many years. She is the Treasurer of Greater Works Ministry and has also served as a missionary with the One Million AIDs Orphans project.
Pastor Pat was a student under Greater Works Ministry and is one of the founding members of Victory Church International. She loves to evangelize and has participated in various outreach activities such as street evangelism, Community Day, door-to-door evangelism, food give-aways, clothing give-aways, drive-by prayer, Prison Ministry, Nursing Home Ministry, and evangelism at the Metro stations. Pastor Pat has a passion to see people saved and lives being changed by the power of God. She has a special burden for young people who were not fortunate enough to have loving parents and hopes to open a Boarding Baby House for abandoned children. For over 30 years Pastor Pat worked at the Pension Benefit Guaranty Corporation as an accountant, auditor, and supervisor. She loves to help people and endeavors to live her life so that others can see Jesus. Her true belief is Philippians 4:13, “I (we) can do all things through Christ who gives us strength”.
Pastor of Membership and Christian Education
Francine Watkins was born and raised in Washington, D.C. and has resided in Prince George's County since 1971. She received an Associate in Arts degree in the legal secretarial field at Strayer College in 1969, now Strayer University. In 1970 she married the late Kenneth Watkins and the Lord blessed the union with two sons, Kevin and Keith. She worked for the Federal Government for 17 years, followed by 27 years working in private industry where she retired in November 2011.
Pastor Watkins received Jesus Christ as Savior and Lord in April 1980. She attended the National Church of God (Ft. Washington, MD) for several years and there completed the Ministerial Internship Program. Because the Lord had given her a deep desire to know and study the Word of God, she became involved in the home Bible study ministry there. She is a founding member of Victory Church International and a graduate of the Five-Fold Development (Center) Institute. She was licensed at Victory in July 1994 to preach and teach the Gospel of Jesus Christ. In May of 2003 she received a Bachelor of Arts degree in Biblical Studies from Faith University and Schools, Washington, D.C. She was installed as an Associate Pastor and Ordained an Elder at Victory Church International in August of 2003. In August 2004, Pastor Watkins traveled to Kenya and Uganda, East Africa, as a team member of the One Million AIDs Orphans. She was ordained a pastor of Victory in April 2005.
From 1994 to the present Pastor Francine has served as the Director of the New Members Ministry and as Superintendent of the Sunday School. She is also an instructor in the Five-Fold Development Institute of Greater Works Ministries, a training college for ministers. She was installed as Director of Christian Education in 2008. She is also active in the choir and the evangelism ministry.
Pastor of Music and Creative Arts
Pastor Jelani Lattimore is married to the love of his life, Amirah. They have two beautiful children. Pastor Jelani and his wife both operate in the fine arts in ministries together at Victory Church International.
Jelani Lattimore is a Man of God who seeks to honor the Lord with all of his giftings. He accepted the Lord Jesus Christ as his personal Lord and Savior at the age of 11. He is a Music Minister, an ordained Pastor, Worship leader, Teacher and Missionary Evangelist. Using the gift of song to spread the Gospel of Jesus Christ. Jelani Lattimore has composed, written and performed music for several local and national artists and venues. As the Pastor of Fine Arts ministries at Victory Church International (VCI), Pastor Jelani Lattimore has served as the Musical Director, Choir Director and praise and worship leader for VCI for the last 20 years, supporting the vision of his parents, the late Sr. Pastor Walter and Dr. Apostle Carmen Lattimore.
Pastor Jelani has a special burden for reaching the youth, for over 10 years he was a devoted educator for Prince George’s County public schools. He has founded mentoring ministries within public schools and within the church. He was awarded and voted the 2013 PG County Favorite Teacher award. Having served in international missions and inner city evangelism, Pastor Jelani K. Lattimore seeks to allow all of his experiences to allow the Lord to inspire more songs that will inspire the lost to believe in Jesus Christ, while edifying the church to a higher place of praise.

Pastor of Hospitality and Helps & Nurture
Pastor Hallue Wright was born and raised in Washington, D.C.; now residing in Prince Georges County, MD for the last 40 years. She obtained a Bachelor’s degree in Psychology from Federal City College, now University of the District of Columbia. She was a government servant at the Justice Department until she retired in September 2004. Pastor Wright was recently widowed from her husband, Robert Wright, of 43 years; has two sons, Dr. Robert (his wife Shontell) and Richard.
Pastor Wright has been attending Victory Church International since the mid 1990’s, where she officially joined in January 2000 and was ordained October 2008. The Lord called and anointed Pastor Wright to preach the gospel, visit and pray for the sick, where she has seen many recover; be hospitable; and use her gift of administration. She is the Lead minister of the 8 a.m. church service; Helps and Nurture and the Hospitality Ministries. She also helps with the Christian Education Ministry, teaching new members their Jerusalem First Classes. In addition, she has organized, set up relevant classes and has taught classes to ministers studying to become ordained.
Pastor Wright has organized the Ministers Installation Services and helped organize the Ordination Services. Pastor Wright has counseled persons dealing with illnesses and emotional strongholds, by the leading of the Holy Spirit. As the Spirit gives utterance, she has been known to give a word of knowledge, encouraging the people of God in the kingdom.
Pastor of Single Parents Ministry
Pastor Fatima Bartee was born in Washington, D.C. and has resided in Prince Georges County Maryland since 1978. She was ordained at Victory Church International (VCI) in Fort Washington, Maryland, where the shepherds are Senior Pastor Walter E, and Apostle Dr. Carmen Y. Lattimore. She has one daughter.
Pastor Bartee is a graduate of the Five-Fold Development Institute Bible College of Greater Works Ministries. She is a Prayer Warrior and heads the Single Parents Ministry at Victory. She has traveled as a Missionary with Victory for the Nations, teaching and preaching the gospel to AIDs orphans and widows throughout East Africa.
Pastor Fatima loves the Word of God and His people. She serves as a Sunday School and Bible Study teacher. Pastor Fatima also serves as a biblical instructor for a mid-day gathering at the Wilmer & Hale Law Firm in Washington, D.C. One of her sacred passions is Evangelism. Pastor Fatima has participated in various outreach activities, to include: feeding the homeless, street evangelism, clothing drives, community day initiatives, door-to-door evangelism, food drives, prison ministry, cleaning for the elderly, and evangelism at the Metro stations.
Pastor Fatima is a dynamic speaker and has traveled as a Missionary with Victory for the Nations, teaching and preaching the gospel to AIDS orphans and widows throughout East Africa. Pastor Fatima attributes her ministry to Romans 8:31kjv “What shall we then say to these things? If God be for us, who can be against us?”
Co-Head of Victory In Prison
Deborah W. Edwards is a child of God that serves the Lord and the people of God. She is a Preacher/Teacher who still ushers in the church. Working on the Hospitality Ministry, you will find her feeding the congregation. In the pulpit her food is the Word of God.
Pastor Deborah is endowed with the power of God to tread over serpents as she ministers at the Fairfax Adult Detention Center tearing down strongholds to the incarcerated and administering love and healing to the inmates.
Pastor Deborah along with her husband (of 35 years) Pastor Jerome founded Two by Two Ministries in 1996 and they have taught many classes such as Armor Bearing and Foot Washing to the local church. She can be meek as a lamb or fierce as a lion as she has become a Prayer Warrior. She retired from the Dept. of Defense with over 38 years of federal service. She is the caregiver for her elderly mother.
Head of Transportation Ministry
Jerome Edwards loves the Lord with all of his being. His love is First, part of the Evangelist team on the Prison ministry. This allows him to touch lives through God of those whom is incarcerated and can focus totally on
the Savior. Second, he is over the Transportation Ministry to ensure that people can get to the place of worship. Third, he is over the Deacon Board after being a Deacon for 24 years.
Now being ordainded as a Pastor the work can grow even higher in Christ. Jerome recieved Christ in 1972 on the Battlefield of Vietnam and with very little distraction, has marched on every since. A retiree from the Federal Goverment Special Police division National Gallery of Art (Park Police) God has used him to be direct contact with His people, good and bad. Jerome's wife shares ministry with him and they together enjoy what God is doing with them. His call is to the healing ministry and allowing God to use him. His speciality is outreach with other churches and bringing to Victory Church new and fresh ideas. To God be the Glory for what He has done, doing and will do. BLESSINGS
Pastor of Kingsmen Foudation Ministry
Reverend Lawrence Patterson is a native Washingtonian, who shares in the work of the ministry with his lovely wife Reverend Sharon Patterson. He is a phenomenal preacher with the “tongue of the learned” (Isaiah 50:4). His ordained assignment is to equip the whole man; spirit, soul and body to receive the Abounding Grace of God.
Reverend Lawrence is a graduate of the Five-Fold Development Institute, Bible College, Greater Works Ministries (GWM). He is a Prayer Warrior and dedicated Sunday School teacher. Additionally, he is a Praise and Worship Leader and Chairman of VCI's Kingsmen Foundation, a men’s ministry.
Reverend Patterson attributes his success to 2 Corinthians 9:8. He is an Evangelist and International Missionary who has traveled to Kenya, Kakamega, and Tanzania, East Africa. Reverend Patterson is a conference revivalist, executive coordinator of events for Christian Organizations, and has 20 years of public service in the Federal Government.
Co-Head of Titus 2 Ministry
Sharon M. Patterson is an ordained Pastor, an international missionary and the valedictorian of the 2001 graduating class of Five-Fold Development Institute, Bible College, Greater Works Ministries (GWM). Her ministry is based on Isaiah 61:4, “And they shall build the old wastes, they shall raise up the former desolations, and they shall repair the waste cities, the desolations of many generations."
Pastor Sharon is a passionate leader who is called to minister alongside her husband. Using her creative, entrepreneurial and visionary gifts for Christ, she is responsible for conducting innovative outreach efforts to diverse communities’ especially inspiring women for the Kingdom of God.
Born in Washington, D.C. her servant-leadership training includes ministering on the Usher Board, serving as a Sunday School Teacher, Intercessory Prayer Captain, Discipler and presently the co-facilitator of the Titus 2 Ministry. To God Be the Glory for all He has done.
