A Church Reproducing Ministers After God's Own Heart
Welcome to Victory Church International (VCI), home of Greater Works Ministries (GWM), is located in Fort Washington, Maryland.  In November 1991, while in prayer, God told Apostle Carmen Lattimore she would "start a church in the early part of 1993 and that it would be called 'Victory.'" In obedience to God, she and her husband, the late-Senior Pastor Walter Lattimore, were mentored by Bishop David Perrin and the Ministers Training Institute of the Church of the Great Commission, as well as Bishop Nelson Ndunde of Kakamega, Kenya, Dr. John Douglas, Dr. Estelle Gross and many other pastors that Apostle Carmen had encountered during her years as an international missionary-evangelist. Greater Works Ministries also prepared for the birth of the new church     by soliciting volunteers from its weekly Downtown Bible Study at Agape Bookstore and St. John's Church (including Pastors Patricia Plummer, Francine Watkins and Carol McLean), as well as attendees of its yearly retreats and conferences. Apostle Carmen's office assistance corporation, The Word Company, asked client Lethia Kelly to help train the staff for this undertaking.  Both Lethia and Apostle's armor bearer, Elder Daphne Roots, laid the foundation for the business operations required to start a new church.

Upon returning from Kenya, East Africa in January 1993, Carmen, Walter, and a group of charter members and advisors met to plan Victory Church International's first worship service.  The Board of Directors of Greater Works Ministries unanimously resolved to start Victory Church International (VCI) on January 29, 1993.  The first service was held February 7, 1993 at the Ramada Hotel in Oxon Hill, Maryland.

Since its inception, God has truly blessed VCI.  In July 1994, Walter and Carmen Lattimore were officially installed as pastors, and the founding elders, deacons and ministers were licensed and ordained by the late-Bishop Milton L. Carter of Revival Temple Full Gospel Church.  VCI has grown from 20 charter members into many local and global ministries.  After three years of worshipping in temporary space, VCI moved into its new facility at 9308 Allentown Road, Fort Washington, MD on January 1, 1996.  Soon after purchasing its new facility, VCI purchased the parsonage at 9304 Allentown Road, and held a lavish celebration.

In 1996, VCI added its first full-time administrative staff person, Min. Shirley N. Jackson.  In 2001, VCI brought Bro. Emmet Morst on as staff musician, and in 2002, our Executive Pastor, Elder Carol McLean joined the staff.  In 2007, Pastor Carmen Y. Lattimore was consecrated as Apostle by the Late-Apostle Frank E. Davis, Founder of The Faith Fellowship of Churches International.

VCI now provides two Sunday Services, two weekly services, a ministers training institute (FFDI), and ministries to prisons, hospitals, families, men, women, youth, singles and couples.

In 2015, our beloved Senior Pastor Walter E. Lattimore went home to be with the Lord. And we continue to celebrate his Victorious legacy.
